Public Identification of Insurance Producer Licensees Across the United States. Research memorandum for VerifiedAgent.com performed on September 28th, 2026.
A consumer can generally verify who holds an individual insurance producer license through a state insurance regulator or its public lookup service. That supports publishing verified professional identity and licensing facts with accurate sourcing. It does not establish a universal right to home addresses, private email, date of birth, Social Security number, application files, or every person connected to an agency.
How to use this document
Each state and DC has a source URL. A direct state lookup is used where identified; other entries point to the NAIC state directory, which lets a consumer select that jurisdiction and find an agent. Those directory entries are access routes, not citations to a state statute. The legal assessment explicitly marks the difference. Confirm current status with the regulator before representing any individual as presently licensed.
National source and limits
NAIC says the Producer Database contains public information submitted by all 50 states and DC, but access to the full NIPR report is controlled. NAIC overview
NAIC SBS describes consumer access to nonconfidential license information. Its support page lists license number, NPN, name, status, dates, residency designation, lines, DBA, business address and designated home state among available fields. Federal law and federal program findings
State control of producer licensing. 15 U.S.C. §§ 6751–6753 establish a multistate producer licensing framework and preserve state regulatory roles. These sections do not create a general federal public right to every producer application or personal detail. 15 U.S.C. § 6751 | § 6752
Marketplace NPN verification. CMS publishes a Federally facilitated Marketplace registration completion list containing NPNs of agents and brokers who completed current year registration. This is specific to Marketplace participation; appearing on the list is not proof of every state license or of ownership of an agency. CMS registration and training | 45 C.F.R. § 155.220
FCRA data use limits. 15 U.S.C. § 1681b governs permissible purposes for consumer reports. NIPR expressly applies FCRA restrictions to its PDB reports. Financial privacy. 15 U.S.C. §§ 6801–6802 protect customers’ nonpublic personal financial information held by covered financial institutions. They do not themselves compel a state to disclose an insurance producer’s full personal file, and should not be read as a general secrecy rule for publicly issued license status. 15 U.S.C. § 6801 | § 6802
Federal conclusion: no generally applicable federal provision identified in this review says that the public is entitled to all personal information behind every state insurance license. The strongest nationwide identity source is the state supplied licensing record, with federal Marketplace NPN disclosure applicable to its narrower program.

Practical interpretation for a directory
- Identify an individual by the name, NPN, state license number, type, lines and status actually shown by an official lookup. Record jurisdiction, retrieval date and source URL.
- An agency or business entity license is a separate record. Do not infer that the individual producer owns the agency or that all owners are licensed producers. Verify designated responsible producers and ownership only where an official source actually supplies them.
- Treat a business address or business phone as professional contact data only when the regulator displays it as such. Do not assume residential addresses or application fields are public merely because an application requires them.
- A state search supports verification, not an endorsement, “best agent” designation, or a guarantee that an inactive or old record remains current.
